Capacity-building of Leaders and Fishing Organizations

OBJECTIVE: To establish an effective network of fish refuges to protect 20% of territorial waters around the state of Quintana Roo through a multi-sector initiative.

Kanan Kay Alliance is a multi-sector initiative working since 2011 to establish an effective network of fish refuges in the waters of Quintana Roo, enabling artisanal fishing to recover. Kanan Kay comes from the Mayan language, meaning “guardian of fish”.

Through its collaboration platform, the Alliance unifies more than 40 stakeholders including fishery and environmental authorities (on the federal and state level), fishing cooperatives, civil society organizations focused on fisheries management and marine conservation, research centers, philanthropic foundations and organizations related to the hospitality and culinary industries.

To achieve its mission, the Alliance created a collective work plan with the following strategic lines: 1) Design and establishment of fish refuges; 2) Legal framework, control and surveillance; 3) Socioeconomic development related to fishery; 4) Capacity-building of the Alliance’s partners; 5) Communication. The Alliance has a Coordinating Committee with a coordinator for each strategic line of action.

Twice a year, the Alliance calls a General Assembly to review the progress of its collective work plan, share visions and delve into dialogue. Through its assemblies and work plan, the Alliance has developed a regional understanding of actions and challenges in marine conservation and fisheries management, and always tries to support priority initiatives for its partners.

The Alliance employs a collaboration and collective action model, developing fisheries management measures with its members in a participative and inclusive manner, a method which proves to be both effective and efficient.
